Joya Colucci Lord is a 21-year U.S. Army veteran with two decades of experience implementing proven business development and management processes, procedures, and techniques.​
Before launching JC Gooden Ink in 2007, Ms. Lord was instrumental in assisting STG, Inc., a mid-sized, privately-owned corporation, graduate the US Small Business Administration’s 8(a) small business program and thrive in the full-and-open competitive market. Other select accomplishments include executing a successful capture and proposal strategy to win the AgustaWestlandBell Presidential Helicopter Overseas Security Support contract, and managing the IDIQ and subsequent winning task order proposals for security systems design and installation on the US DOT John A. Volpe National Transportation Systems Center OMNI Contract.

After founding JC Gooden Ink as a full-service business strategy, development, and proposal management consultancy, Ms. Lord quickly developed a portfolio of clients in all size categories, from very small to very large. Her passion lies in helping small businesses grow, compete, and win in the Federal and international market space.
​
Over the course of her military career, Ms. Lord served in numerous Military Intelligence and International Arms Control positions. She was also an adjunct instructor who taught the National Cryptologic School Effective Agency Writing I and II course series. Fluent in Russian and Italian and conversant in Spanish and French, Ms. Lord spent three years conducting archival research in the Military Archives of the Russian Federation, Podolsk, Russia and contributed to the development of a database comprising more than 7,500 Soviet veterans that was used to resolve the cases of more than 150 US Korean War-era soldiers and airmen missing in action.
Ms. Lord graduated summa cum laude from the University of the State of New York, Albany, with a BS in Russian Language and Communications. She also attended the University of Memphis, studying toward a Master of Arts
degree in Journalism with a concentration in Advertising and Public Relations.

Ms. Lord is a member of the Fort Belvoir Chapter of the Armed Forces Communication and Electronic Association (AFCEA), a member of the AFCEA International Small Business committee, and a member of the Women Veterans Entrepreneur Council (WVEC). She and her husband Bill live in Locust Grove, Virginia where they provide full-time staff support for their cat, Tigger and enjoy living and boating on the lake.
